Notice of the Members of the Joint Institute for Nuclear Research
On 7-8 June 1965, the members of the Joint Institute for Nuclear Research convened a Plenipotentiary Committee Meeting. It was attended by representatives of the Joint Institute for Nuclear Research from the following member states: [(1)] the People’s Republic of Bulgaria, [(2)] the People’s Republic of Hungary, [(3)] the Democratic People’s Republic of Vietnam, [(4)] the Democratic Republic of Germany, [(5)] the People’s Republic of China, [(6)] the Democratic People’s Republic of Korea, [(7)] the People’s Republic of Mongolia, [(8)] the People’s Republic of Poland, [(9)] the People’s Republic of Poland, [(10)] the Union of Soviet Socialist Republics, and [(1)] the Socialist Republic of Czechoslovakia.
The meeting discussed the Joint Institute for Nuclear Research’s plans for scientific research and development from 1966 through 1970, as well as the issue of changing the organization of the Joint Institute for Nuclear Research.
After the discussion, the Representative of the People’s Republic of China voted against all resolutions which did not have ten votes from the Joint Institute for Nuclear Research’s members.
After voting, the Representative of the People’s Republic of China announced that, as of 1 July [1965], the People’s Republic of China will withdraw from the Joint Institute.
All representatives to the Institute expressed the need for closer cooperation among the member nations of the Joint Institute for Nuclear Research and to make every effort for the further development [of the Institute].

Democratic Republic of Germany: Bei-te-lang Wen-de [sic]
Bulgaria: Zha-ke-fu Ai-mi-er [sic]
(Note: the Notice was sent to China’s Ambassador to the Soviet Union, Pan [Zili], by the Joint Institute for Nuclear Research at 2:00 p.m. (Moscow time) on 11 June [1965]. The Chinese Embassy in the Soviet Union phoned [us] at 1:50 a.m. on 12 June—Department of Soviet and Eastern European Affairs.)
