TO THE ACTING CHIEF OF THE GENERAL STAFF
GENERAL OF THE ARMY Cde. V. D. IVANOV
Submarines, surface ships, and auxiliary vessels are in readiness in the Northern, Black Sea, and Baltic Fleets which were selected in accordance with the USSR Ministry of Defense directive Nº 79604 of 13 June 1962.
I ask permission for the personnel who have served out the established terms of service by the present time to be discharged from these ships and to transfer these vessels and ships to everyday readiness.
After the discharge is made the surface ships and vessels will have a shortage of enlisted men and non-commissioned officers of up to 20 percent, but the submarines will be fully manned.
