Paraphrase of Army Cable

PARAPHRASE OF ARMY CABLE

SECRET Moscow

June 26, 1944

FROM HARRIMAN FOR THE PRESIDENT – PERSONAL:

This evening I presented the Stalingrad and Leningrad scrolls to Marshal Stalin. Still and motion pictures of the presentation were taken. The Marshal made a brief well worded statement of appreciation and acceptance. Tomorrow, after checking with his office, I will cable you the exact text. It was arranged that the release would be published Wednesday morning in the Soviet press. The texts of the scrolls and your personal letter will be included. Tuesday afternoon I will give the story to the American correspondents for release in Wednesday morning papers. Whatever is released from the White House will be supplemented by this.
