Resolutions:

 

  1. Comrade Leuschner is commissioned with immediately sending an official report to COMECON about the aid for Korea provided by the German Democratic Republic. It is supposed to state that we are unable to go beyond those measures stipulated in this [bilateral GDR-DPRK] agreement.
  1. The diesel engine factory listed in Aid Agreement 04 will not be built in the DPRK during the course of its 1st Five-Year Plan (1957-1961). Therefore it will be removed from the agreement. Funds thus unspent in the amount of 54 million rubles, minus costs of 5 million rubles already accrued, will be used in equal installments between 1956 and 1958 for the delivery of mass consumer products. Although this constitutes a burden for us, we are still willing to allocate those funds ahead of time [for 1956-58 instead of 1957-61].
  1. We recommend to the Korean friends to submit their request for acquiring an additional long-term credit in the amount of 50 million rubles to import mass consumer products during the period from 1957 to 1961 to COMECON for consideration in the context of overall aid to the DPR Korea.
  1. We agree to provide technical support for the production of viscose fabrics. Deliveries of equipment needed for this factory will be made according to the proposal by the Korean friends concerning trade agreements.
  1. We agree with the request by the Korean friends to provide technical advice for the development of a synthetics industry based on calcium carbide.
  1. Everything related to steel exports cannot be addressed today since our plan is not yet attuned. When our economic plan is discussed and fine-tuned, there will be a final resolution through an exchange of letters between both [the GDR and DPRK] Prime Ministers.

GDR decides what aid it will give the North Korea and which credits and technical devices they will offer until 1960.
