Recommendations for the China Expatriate Committee’s Expatriate Affairs

The direction for the current international Chinese effort is as follows:
Raising high the banner of patriotism; strengthening internationalism education; bringing the Chinese international community into the fatherland’s circle to collaborate in the struggle to liberate Taiwan, the Penghu islands, Jinmen [Quemoy] and the Matzu [Matsu] islands; centralizing our power to assault American imperialism; demonstrating the function of expatriates in socialist countries. The expatriate work must proceed in accordance with the general foreign strategy: supporting Southeast Asian independence, fostering socialism and international peace for China, struggling and serving against the American imperialists.
For the international Chinese population in socialist states, the emphasis in instructing them should be placed on the synthesis of internationalism and patriotism: fully respecting the encouragement given by our brother and sister states as well as ordinary people for China’s peaceful construction, valuing the major contributions to Far Eastern and world peace made by brother and sister states’ governments as well as their populations, supporting Chinese internationals’ vigorous participation in local construction, accepting socialist reform, and vigorously completing a patient ideological education, persuading Chinese internationals to gain citizenship locally, so as to become decent socialist citizens, consolidating and strengthening our state’s friendly union with its brother and sister states.
For the international Chinese population in imperialist states, the most important thing is to carry out unity, cooperation, and strategies for long-term settlement. We will make it so that Chinese internationals from every class have an expanded union within the fatherland’s circle, broadening patriotism’s united front, strengthening the struggle against Jiang’s [Jiang Jieshi, or Chiang Kai-shek] clique.
For the international Chinese population in nationalist states, we have to collaborate with these states to fight for them to have a foreign relations policy, one that sympathizes with and supports local peoples’ struggle for independence. We will appropriately tend toward independence movements, strengthening friendly collaboration with local people. We will usher in friendly relations between China and these states…
In Southeast Asian countries, the strategy for international Chinese will follow from the foreign relations struggle and the reasoning behind the Five [Principles for Peaceful Co-existence]. The basic policy is identical. However, in the specific application of these policies, special observance must be paid to the different qualities of separate areas. Their central objectives will be determined separately to draw up specific reasoning for policymaking.
Recommendations to increase the patriotism of Chinese living overseas and advance Chinese foreign policy goals.
