According to revised information, on 9 August the detachment of SURBAYEV [sic] left for the area of the population centers which are north of Bay [Baicheng].
A Chinese post of 70 men fled, creating a panic in the Bay garrison and forcing all the soldiers to fight the panic-mongers in Aksu.
The population of Bay selected a delegation to Ghulja [Yining], which is expected in the next few days.
On 16 August an attempt by FIRSOV to seize a fortress was not crowned with success. The fortress is a strongly defended point; however the resistance of the garrison was supported by aircraft, which made raids on the rebels.
There are dead and wounded.
FIRSOV abandoned the attack on the fortress to conserve ammunition and is going to the Shikho [sic]-Manas [Manasi] highway for sabotage activity.
On 18 August FIRSOV was 15 km south of Sandukhov [sic].
The 2nd Cavalry Brigade is in one day's march from Kosh [sic]-Tologoy [sic].
According to the report of LESKIN (a cavalry brigade commander) in the last five days the pasture has been trampled and burned by the Kazakhs. They have been forced to bring in forage on vehicles in order to… [Translator's note: the end of the paragraph is not on the reproduced page]
…The Chinese are holding the Kobuk [sic] (Khanskaya Cheka) line, which is west of Bulun [sic]-Tokhoy [sic], to where up to 2,000 soldiers have been drawn up and defensive lines are being built.
A Russian detachment and a detachment of Kazakh rebels headed by Kara [sic]-Manap [sic] with a total strength of up to 400 men, which had previously crossed to the side of the Chinese, are operating on the side of the Chinese.
The Chinese have left a picket Kul' [SIC] in the Shikho sector Kul' [sic] and [withdrawn] toward Chipeytszy [sic].
There are no changes in the remaining sectors.
