I report:

According to the plan approved by Marshal of the Soviet Union Cde. N. I. KRYLOV a “Manual on Transporting Equipment and Special Fuels of the Missile Forces by Sea” is being developed. The Manual is being developed by the TsUP VOSO [Central Directorate of Military Communications] together with the Main Staff of the Missile Forces.

It is extremely necessary to use the experience of the shipments of the Missile Forces by sea in the summer of 1962 for the work of the commission to draw up the Manual.

I would consider it advisable to permit members of the commission to use the attached report of the operations group of General-Lieutenant of Artillery P.A. DEGTYAREV in the work as it regards loading troops and equipment on ships (pages 18-71).

ATTACHMENT: The report concerning the work of the operations groups on 81 pages, outgoing Nº 1403, only to the addressee. [Translator’s note: attachment not included]

General-Lieutenant of Aviation Lovkov writes that the "experience of the shipments of the Missile Forces by sea in the summer of 1962" to Cuba will be useful in completing a new manual on transporting missiles over water.
