1. Approve the text of the Appeal of the CC CPSU General Secretary and Chairman of the Presidium of the USSR Supreme Soviet, Cde. M.S. Gorbachev, to Communists and all workers of the Georgian SSR[i].
2. Be guided by the views expressed at the meeting of the CC Politburo when taking measures to normalize the situation in the city of Tbilisi.

[i] The Appeal of M. S. Gorbachev to Communists and All the Workers of Georgia was published in the Republic press on 13 April and in the central press on 14 April 1989.
The CC CPSU Politburo approves the appeal of the Gorbachev to the Georgian SSR and resolves to take into account the views discussed at the Politburo meeting when normalizing the situation in Tbilisi.
