The Restoration of the National Unity of Korea and the Holding of National Elections
1. Recommend that the governments of the Korean People's Democratic Republic and the Republic of Korea:
a) hold national elections on the basis of the free expression of will of the population of Korea to a National Assembly which would form a united government of Korea;
b) create an all-Korean Commission of representatives of North and South Korea elected respectively by the Supreme People's Assembly of the Korean People's Democratic Republic and the National Assembly of the Republic of Korea to prepare and hold free nationwide elections to a National Assembly of Korea and to carry out urgent measures directed at an economic and cultural rapprochement between North and South Korea. The Commission should also include representatives of the largest democratic public organizations of North and South Korea;
c) Stipulate that one of the first-priority tasks of the all-Korean commission is the preparation of a draft nationwide election law which ensures the genuine democratic nature of the elections in free conditions, precluding foreign interference and pressure on the voters from local authorities and terrorist groups. The commission should also take the necessary steps in order to provide the population of Korea with freedom of assembly, press, and the freedom to nominate candidates to legislative bodies for all citizens of the country regardless of their political and religious convictions;
d) In order to revive the Korean economy, increase the welfare of the Korean people, preserve and develop the national culture, which is the most important step toward the creation of the conditions needed for the national unification of Korea the all-Korean commission is to take steps without delay to establish and develop economic and cultural ties between the Korean People's Democratic Republic and the Republic of Korea; trade, financial arrangements, transportation, border relations and correspondence, cultural and scientific ties, etc.
2. Recognize it necessary that all foreign armed forces be withdrawn from Korea within six months.
3. Recognize the necessity of ensuring the peaceful development of Korea by the corresponding countries most interested in maintaining peace in the Far East and the creation thereby of conditions which promote the quickest possible solution of the task of the peaceful unification of Korea into a single, independent, democratic country.
The report makes recommendations for elections in post-war Korea and the withdrawal of foreign troops from the Peninsula.
