“Request for Instructions on Handling the Technical Materials Mentioned by the [North] Korean Specialist Group during their Visit to China”

 

[To] the Relevant Departments and Committees of the Central Committee, all Central Committee Bureaus, and the Relevant Provincial, Municipal, and Autonomous Region People’s Committees and Foreign Offices:

 

On 18 December [1964], Li Yimang, Deputy Director of the Foreign Office of the State Council, commented on the Science and Technology Committee’s “Request for Instructions on Handling the Technical Materials Mentioned by the [North] Korean Specialist Group during their Visit to China” that “[I] am inclined to agree with the opinions of the Science and Technology Committee, otherwise [the situation] will become more chaotic. If approved, the document should be forwarded to all relevant departments and committees and provincial and autonomous region committees. Send it to [Vice] Premier Chen [Yi] for approval.” On 18 December, Vice Premier Chen Yi commented, “First, I approve for there to be more controls and for organized provision [of scientific materials]. Second, inform the [North] Korean side and provide [materials] through the National Science and Technology Committee. Send this to the Premier [Zhou Enlai] for approval.” On 24 December, Premier Zhou commented that “[I] am in agreement with views expressed in the report and with the comments of Chen and Li.” [We] are now sending the Science and Technology Committee’s report to you. Please act in accordance [with the report].

The Science and Technology Committee reports to the Foreign Office of the State Council on challenges regarding the transfer of scientific and technologic assistance to North Korea. It then provides suggestions for improved coordination, communication, and controls to facilitate the process.
