CUBA AND THE NATIONAL LIBERATION MOVEMENT IN THE COUNTRIES OF LATIN AMERICA

…One of the articles of E. Guevara published in issue 25 of the magazine “Cuba socialista” and titled “Guerilla [partizanskaya] warfare as a method” is evidence that its author still does not know well-known Marxist-Leninist positions. The article reflects an “ultrarevolutionary” tendency bordering on adventurism. Guevara does not take into consideration the differences and characteristics of each Latin American country. He completely forgets that the course and tactics of the national liberation struggle and the socialist revolution are in keeping with the line pursued by the revolutionary proletarian parties of each country. Guevara does not consider the specific revolutionary situation which should determine the course of these parties and calls for a “continental war” against imperialism. He draws the conclusion that a party does not deserve the title of a vanguard party which does not at the present time consider as its immediate and first priority mission the seizure of power, and ignores the class which it represents.

It ought to be noted that Guevara enjoys considerable authority with F. Castro…

[Handwritten notes at the bottom of the page]: "The material is informative. The sector has been briefed. Chief of a sector [signature illegible]"; a longer note at the bottom left of the page is largely obscured by a piece of paper which has been placed over it prior to reproduction: "To the international….department…CPSU…brief…Chief of a sector…3 March 1964. To the archive." [illegible signatures]

This report includes a criticism of the content in a published article by Ernesto Guevara, regarding the methodology behind the National Liberation Movement in Latin American countries.
