The Head of the CC PUWP International Department, Wlodzimierz Natorf, made a concluding statement. He pointed out the changes in China's policies toward socialist countries, including Poland, but with China's clear adherence to principles and goals of the great-power policy (they are playing in the USSR-US-China triangle). China continues to conduct the policy of differentiation toward socialist countries. The socialist countries of the commonwealth should coordinate their policies and support the Soviet actions. During the meetings of the “Interkit” our stance should be honest and should not depart from what we do in practice. We should not engage in a “race” [with other socialist countries] as far as our relations with China. Too much of sticking one's neck out could have damaging effects. We should follow our country's best interests, and our ambitions should be adjusted to our goals and capabilities.

- We should continue to develop economic relations with China in the areas which most correspond our needs and interests

- We need to censor our visits to the PRC…we should not seem too eager in reestablishing our contacts with political and social organizations

[…]

- [We need to remember that] a ban in the sphere of military and party relations [with China] is still in place; only the initiatives of the USSR and the CPSU will be decisive in this area [as far as any changes]

Head of the CC PUWP International Department made the concluding statement, outlined in the document below. The general theme is that there should not be a race with other socialist countries to normalize relations with China, and that Poland should remain focused on building economic ties.
