[Per] "Sergey"'s report, on 23 July the rebels occupied the city of Dörbiljin [Emin], 50 km southeast of the city of Chuguchak [Qoqek] (Xinjiang). At 0210 31 July Soviet Vice-Consul in Chuguchak ZAYNULIN came to the border. He passed on to Col. KOVALEVSKY, the Chief of the 30th Bakhtinsky Border Detachment, a request of the governor of Tarbagatai [Tacheng] District to give refuge on Soviet territory to about 300 Chinese officials and the same number of Chinese soldiers since the rebels located in the city of Dörbiljin have given the governor in Chuguchak an ultimatum to surrender the city without a battle. The deadline of the ultimatum was set at 1000 31 July. Col. KOVALEVSKY replied to the Vice-consul that he ought to turn to the USSR NKVD about this issue. The governor himself addressed a similar request to Col. KOVALEVSKY, to which KOVALEVSKY replied that in the event Chinese officials and soldiers cross the border they will be interned.
At 0940 31 July the crossing of the Chinese into our territory began, which ended at 1500. A total of about 1,100 people crossed over, including: PIN-YUIN [sic], the Governor of Tarbagatai District; his secretary; the chief of the district police directorate with his assistant; about 100 officials of the governor's administration, police, court, and customs; about 500 soldiers and officers of the 3rd and 7th Cavalry Regiments; and about 500 civilians, predominantly Chinese.
All those who crossed over have been interned and housed in two temporarily created camps in the Arkarly Mountains (15 km southwest of the city of Bakhty).

The governor was housed separately in the city [v gor.; translator's note: the end of line is not on the reproduced page] with his entourage. All the internees are being guarded by the border guards.
[The following] have been taken from the internees: 13 tools and manual implements [pul…; Translator's note: the end of line is not on the reproduced page]; 480 rifles and carbines; three automatic weapons; 45 revolvers [and] pistols; 80 cavalry smoke charges; six trucks; two [automobiles]; and about 500 horses.
