电外交部三七二号

 

叶代部长89号电。奉悉前日晤韩代表,因便以告,并谓我对韩国向极扶持,即本人对韩事亦常抱关切,因极协助韩政府成立,我国首予承认。而我方拟派首任大使,不意竟生此波折,殊为可惜。彼谓离韩前曾闻此事,李承晚总统对邵君缺乏好感,且以时适蒋总统引退,我政府是否有权派使,不无疑虑,故不拟同意他国对友邦派使,亦时有不同意之事。至此意如何,透露则尚未详。弟谓蒋总统引退,李代总统依宪代理。各国对我政权从无疑问,且派使征询同意不过一种形式仪节,非有重大原因殆无不予同意。重在国交未宜间,以个人情感彼谓李承晚总统对蒋总统向极尊崇,所见或不免过于爽直。彼对此亦深觉遗憾,但未意我国视为如此严重。弟谓韩方似宜有所,正是彼亦谓然。但一时未得善法,当陈告该国政府云。顾OO
