叶部长(甲)塔夫脱参议员昨今两日在美西竞选候补总统演说,主张(一)由国军反攻大陆以阻遏中共进犯东南亚。此为内战,当不致引起世界大战且可无需美军参加。(二)积极增加对国府军经援助。估计国军实力为六十万,其中作战部队三十二万,士气旺盛,大陆上之游击队及人民抗共心理俱为不可忽视之力量。(三)[X]获选,在军事上当尽量采用麦帅见识及经验云。(乙)本日《纽约前锋论坛》等报Alsog专论称美空军参谋部已拟具必要时轰炸中共水陆交通线计划,但不轰炸东北及大陆城市。倘韩战和议破裂或中共毁约或进犯越南则将在远东使用最经济而有效之对策。事前应将对中共发出警告,此事现正商询英法同意云。顾OO5/壹)
