TELEGRAM
to Cde. V. M. MOLOTOV
In accordance with your instructions I discussed the issue with Cdes. Kruglov and Ogol'tsov of who might be entrusted with carrying out organizational and political measures in Xinjiang.
We came to the common opinion of proposing for your consideration the candidacy of General-Major Vladimir Stepanovich Yegnarov. He was born in 1903, has worked in Chekist organizations since 1926, and is experienced in both intelligence and military matters. Cde. Yegnarov knows the situation and the people of Xinjiang very well. In 1945-46 he led all military operations of the Ghulja residents against the Chinese as well as their political tactics in the negotiations with the Chinese. At the present time Yegnarov is the Minister of Internal Affairs of the Turkmen SSR.
It is advisable to select Colonel Petr Andreyevich Chibayev, the former chief of the Far East Intelligence Department of the MGB, as deputy to Yegnarov for work with our agent network in Xinjiang. He is also an experienced intelligence officer and a participant in the 1945-46 operations in Xinjiang who deals with Xinjiang affairs in our committee at the present time.
It is advisable to select a suitable Uzbek to support political work in Ghulja [Yining]. If you approve, please grant permission to contact Cde. Usman Yusupov and to arrange with him for the appointment of such a person.
Fifteen to 20 operational personnel who could be sent to Xinjiang and disguised as local people to carry out the task of secretly transporting weapons, observing their use in our interests, and performing any other missions through our agent network among Ghulja residents will be selected for the aforementioned comrades.
