1. According to a report of Warrant Officer ZATOLOKIN [sic], who heads the group of rebels previously sent to the area of Manas [Manasi] for sabotage, his group has joined up with Kazakhs who have rebelled and on 28 June in an area 16 km north of the Lanu Pass [sic] (60 km southwest of Manas) had a battle with the Manas cavalry regiment of Chinese numbering 500 sabers which had been pursuing the Kazakhs who had rebelled.

As a result of a day-long battle the Chinese were thrown back into the Purtangu [sic] Valley (25 km south of Manas), where they went on the defensive. The rebels halted further pursuit of the Chinese.

I am sending the 3rd Kama [Kamskiy] Cavalry Squadron numbering 350 men to the aid of the Manas rebels. Leadership of the rebel actions in the area of Manas has been entrusted to FIRSOV, sent by "Maks" from Urumqi. FIRSOV is being assigned a radio.

2. According to a report of the detachment of rebels of the Tarbaghatai [Tacheng] District active in the region of the Barlik [sic] Range, which is 60 km south of Dörbiljin [Emin], a column of Chinese of unknown strength is moving to the South. The movement was noted in the region of the Barlik Range. I assume the intention of the Chinese is to occupy the Dzhungarian Gates and reach Dzhimpan' [sic].

in order to prevent a Chinese attack on the Tarbaghatai District I am moving up the 3rd Kensay [sic] Regiment and the 1st Mongolian Cavalry Squadron with a total strength of 1,800 men.

Leadership of the operation has been entrusted to "Maksim".

The 1st Cavalry Regiment of the Buyga [sic] Brigade has been moved up to strengthen the defense in the region of Jinghe [Jing] at the Achali [sic] Pass with the mission of attacking the flank of the Chinese in the event they attack. It is obvious that an attack of the Chinese from the Tarbaghatai District will have coordination with an attack from the direction of Jinghe, where preparations are being made for this.

"Buyga" has been appointed chief of the combat sector in the area of Dzinkho [sic].
