叶部长并请转呈总统、陈院长钧鉴此次北韩侵略案,联合国安理会廿五日决议案第三段声请所有会员国给予协助,使议决案能实施。廿七日又决议美代表提案向会员国建议对高丽共和国给予援助使能击退武装侵攻,恢复该区之和平与安全等。语顷闻联合国秘书长拟即[X]以通告各会员国并询能给何种援助。我对联合国宪章素抱拥护政策,为忠实会员之一不特。我对上述两项议决案均力予支持。且我与高丽为兄弟之邦,历史关系悠久。我国自身又深受被侵略之痛苦,故对秘书长之通告似宜予以最善意之答复,可声明以上述各项理由。凡我力所能及与防守台湾情势所许,深愿供给最大量之军援至何种军援可暂勿说明。一面将我答复要旨先期密告美政府并表示我海空军力薄弱,惟陆军如有需要,尚能酌供援助。以探其意见如彼,原则上表示同意则再接洽另商具体办法。窃意此次美对整个远东毅然采取积极政策实为难得。虽其对我或别有存心,然其努力反共并以联合国名义号召集体抵抗侵略实与我国策相同。目前彼所虑者恐事态扩大,除海空军外,不得不调遣陆军前往援韩则难免引起国民反感。如我能利用时机表示始终坚守反共反侵略主义,拥护和平与自由,愿出师合作以相助。虽彼未必欢迎,然我作此友好表示或能稍解其种种芥蒂,渐复中美两国既往之亲密。除经洽商蒋代表所见相同外,是否可行请裁度电示。顾OO
