CHINESE DELEGATION TO THE UNITED STATE

台北外交部胡次长即转院长钧鉴。机密(一)阳电敬悉自当遵办。(二)大选甫毕,共和党多要人均赴乡间休息。约在一周后可陆续回城。届时[x]分访谈话。(三)艾帅赴韩行期未定。此系选举时之允诺,旨在争取选票并非对韩国问题已有腹案,其左右有主张。彼同时应往台菲视察者。彼本人则仅愿往韩国前线以示重视。韩国问题我方暂不宜作盼。其本台之表示,职在此当随时留意彼个人意态之发展。倘有[x]台可能必使其自动表示方能有利于我。(四)艾帅当选后连日若干,纽约大报均以大号标题载称其可能起用我国军队参加韩战,对此问题,我政府似不宜作任何表示。我党报亦宜暂守缄默,查韩国前线现有师。

韩军每师约在一万四千人之,谱均有足额配备。美军于最近三个月内在韩加紧训练。韩国补充官兵目下每月完成训练人数约一万人。此项训练计划实行已有五月之久,可见杜勒斯前[X]主张以亚洲人保卫亚洲之自由一点在原则上两党一致。但对美军之撤退一般舆论[]认为过早。共和党军人且[x]反对者同时在联合国内,美国代表团对于会员国增兵参加韩战一[],即亦仅盼望参加之会员国国家增加以增强各国对美国立场之支持耳。其真意并不希望大量增加人数。此固民主党之主张,但按职个人观察,除非艾帅决定放弃和谈途径,改采武力解决之办法外,此项主张在目前不致有何改变。今晨与麦帅晤谈渠亦同此见解,故我人仍以缄默为宜。(五)时代生活等杂志

业行人灵士Herry Luce 明日由此启程赴远东游历,约于十二月一日抵台,在台逗留四日,在台北居留二日,拟以一日游历名胜,另一日参观经济建设。灵氏夫妇为艾帅有力支持者,对我素称友善。此次远东之行似有为艾帅耳目之作用。(六)国务卿一[]以杜勒斯呼声为最高。杜威之可能性极小。但美国远东政策与国务卿人选之关系尚小,其关键向[X]于友邦态度暨国内舆情等两大因素,就前者言大都取决于英美折动消长相因相成之结果。艾帅对于丘吉尔素极[X]服。今后美远东政策可能仍极受其牵制。就后者言,此次大选期间共和党虽力抵现政府在远东消极防卫战之失策,主张进而解放铁幕区域,但一方面仍强调其所采手段并非武力而系和平方法以恰反对流血之舆情,即共和党军人如魏德万尔者亦迄[x][x]共军驱之韩境以外之,表示目前大势如此,统希鉴。叶公超。
