台北外交部胡次长转呈院长机密,闻于派兵赴韩事。(一)除诺兰参议员曾公开主张并告职外,任何方面未来洽商,顾大使蒋代表与职亦从未与任何方面自动提出此事。(二)美国大方态势如次(甲)艾帅对远东各问题之政策包括本案在内,现在尚无腹案,须侯访韩返美后方与其本党人士通[X]商决定。(乙)杜威与杜勒斯二人对此事均不积极主张,杜威且认为吾国兵力尚有较赴韩助战更重要之使命,并屡劝(职)在艾帅为拟定整个远东计划前,我宜不作表示。窥其动机尚属善意。(丙)国会中主张用我军队在韩助战者仍不乏人,但接近艾帅者则对此事皆守缄默。(丁)一般同情我国之高级军人颇有主张,我国用兵应注重海南岛方面,亦有主张用于大陆沿海一带加紧突击工作者其意见大致与

方意见详加研讨,[X]以为共和党握政之初尚难克服此案所牵涉之国内及国际反对因素,故用我军在韩助战,恐终难实现。(三)至于我国因应策略。(甲)为应付目前计我政府内外对此案遇必须表示态度之时,似可仅谓二年前我曾有自动遣兵助韩之议,现如何谈绝望。联合国决对侵略者作有计划之制裁。我自仍愿[X]虑前议,如此表示可免使一班同情我国及主张我国出兵者感觉失望,同时亦暗示我在现阶段对出兵韩国之主张并不积极,惟我此时似不宜另提出兵人数,或减或加均不利于我。盖人数之商定当在最后,即使我不愿仍出三万人之数,此时并无作此表示之必要。(乙)至于我之基本政策如何职等以为我应首先[X]虑者[]为我除保卫台澎所需要之兵力外,我国其余兵力在自由世界之整个反共计划中应在何处使用最为有效之问题,此时美政府对于应付匪帮尚无整个具体计划,我即可派兵赴韩亦仅系宣传作用在外交上固不无

裨益。但对反攻大陆目的未必有直接影响。故职等认为倘美国将来果请我出兵赴韩助战,我似应强调上述应在何处使用我军最为有效之问题并提商出兵条件。如请英及有关它国撤销对匪之承认及为我配备补充兵员等条件。所谓条件者,自不宜公开提出。(四)接近艾帅若干人均告职雷德佛颇有出任联合参谋长委员会主任委员之可能。(五)杜威州长与塔夫脱二人间成见仍深。(六)阿利生助理国务卿归复曾与职长谈其对台印象甚好,但力劝我撤退李弥留缅军队,谓此事可能影响美缅间关系,并谓我如接受撤退之劝告,渠可保证李弥军队能携械安全退出。职仅答谓我对李弥军队实无调动控制能力且我对任何中国人民之反共组织绝无赞成其被解散之理。渠仍盼我[]虑。叶公超。
