Subject: Recognition of new regime in Guatemala
…It is now over two months that the change took place in Guatemala and the Junta seems well established and in complete control of the country. There is no significant threat to the new regime, and the US, with the cooperation of the Pan American Union Organization, seems determined to ensure the safety of the new regime. Under the circumstances, no change in the regime is expected for sometime to come.
We may therefore accord recognition to the new regime in Guatemala in the same manner as we did in the case of China and Egypt.
Countries recognized: All of LA and USA except Uruguay and Ecuador; Commonwealth: UK and Canada; Europe: France, Italy, Belgium, Denmark, Sweden, Vatican, Spain, Austria; Asia: Egypt, Lebanon
Recognition of the new junta in charge of Guatemala is recommended.
