To ambassadors and envoys (except in Washington, Sophia, Budapest, Hanoi, Havana, Peking, Pyongyang, Ulan Bator, Warsaw, Bucharest, and Prague), and to the USSR delegate to the UN.
All ambassadors (envoys) of the USSR are required to visit the minister of foreign affairs, or the person substituting for him, and to be entrusted with the text of the Declaration of the Soviet government of 23 October, published in the Soviet Press on 23 and 24 October, for delivery to the respective governments.
The USSR UN delegate is required, for delivery of the above-mentioned declaration, to meet with the heads of the delegations of Algeria, Saudi Arabia, Bolivia, Guatemala, the Republic of Dahomey, the Dominican Republic, Costa Rica, Liberia, Nicaragua, the Republic of Senegal, Sierra Leone, the Central African Republic, Ecuador, the Republic of the Ivory Coast, Venezuela, the Republic of Upper Volta, Haiti, Honduras, Jordan, the Irish Republic, Spain, Colombia, the Malay Federation, the Malagasy Republic, the Republic of Niger, Panama, Paraguay, Peru, Portugal, El Salvador, the Philippines, Chile, the South African Republic, the Republic of Chad, the Congo (Brazzaville), the Republic of Gabon, Cameroon, Rwanda, Burundi, Jamaica, Trinidad and Tobago, Mauritania, and Uganda.
On this occasion, say that the Soviet government, taking into account the extraordinary gravity of the international situation created by the government of the United States of America following the imposition of a blockade on the Republic of Cuba and other aggressions announced in a speech by the US president on 22 October, has deemed it necessary to make this declaration and bring before the United Nations Organization the United States of America's violation of the UN charter,and the threat it poses to peace.
Furthermore, taking into account the position of the government of your country, you must express hope that it will take all possible measures and exert all possible influence to prevent the emergence of a situation around the Republic of Cuba that could thrust the world onto the verge of a military catastrophe.

The Soviet Ministry of Foreign Affairs ordered its ambassadors to visit the local ministers of foreign affairs and inform them of the declaration of the USSR on the situation in Cuba and its decision to bring the American violation of the UN charter before the UN.
