[Foreign Affairs] Minister, Cde. Ioan Stoian,

Tomorrow, 16 November, the plenum of the CC of the CPB which will discuss issues regarding the organization [of the CC CPB] will take place. Petar Mladenov said that he cannot develop and implement his policies regarding the new socio-economic development [of Bulgaria] with the people that were [previously] opposed to it. During a conversation I had today with the Soviet ambassador, he suggested that a decision has been made that the position of President of the Council of State and the [position of] Secretary General of the Party should not, at this time, be held by different people. Petar Mladenov had suggested that the position be held by separate people during the 10 November meeting of the Politburo, when he was named Secretary General. [The separation] will be implemented later, after the approval of the new plan for [economic] development, [and] the approval of the new Constitution.
