To comrade Ion Voicu

Referring to a discussion with Sigvard Eklund, Director General of the IAEA, S. Nakicenovic, Director of the Operations Division of the Safeguards and Inspections Department informed us that he [S. Eklund] stated that if neither the fall session of the Board of Governors Meeting nor the 16th IAEA General Conference will adopt a resolution cancelling the existing safeguards agreements between the IAEA and Taiwan and forbid any inspection on the island, the Secretariat will feel obliged, considering these agreements and the participation in the NPT, to carry out an inspection this fall in order to check the installation of the Canadian reactor in Taiwan.
This type of action would be against the principles of the Romanian resolution adopted by the Board of Governors Meeting on December 9, 1971 and will not provide a proper setting for the PRC’s assuming its [rightful] position within the IAEA.
We will research this matter closely and will inform you after the Director General returns to Vienna.

The IAEA Director General Sigvard Eklund feels obligated to inspect a Canadian reactor being installed in Taiwan as long as the IAEA agreements with Taiwan are still in force.
