特急。纽约叶部长,公超兄机密致陈院长电已转呈关于晤艾帅事总统及院长。请兄注意下列四点。(一)关于我派兵赴韩国事,如经询及请照总统日前与蔡斯谈话之意答复(该项谈话已电顾大使传达)又如询及我可能派遣军队数请兄勿作确定答复,但可询明所希望之数额。(二)我政府认为如欲结束韩战及消灭共党对远东之威胁,美须在韩国加强反攻并约略同时助我在中国东南部发动反攻。(三)美国现时对华军援激活其性质纯为防护的,而军援品之到达亦特别迟缓(美方已应允之军援品一九五一年度者仅到百分之七十,一九五三年度者仅岛百分之三十,本年度者全未到达)。我方切盼能加速援给并增援喷射机。倘美方欲我军反攻大陆或赴韩助战并须根本盖定对华军援计划。(四)如美方询及我反攻大陆所需准备时间,可告以约需六个月至一年,又如询及我反攻计划请告以尚在详细研拟中。王[X]然。亥以条。
