From TROSTNIK[1] to comrade PAVLOV[2]
With regard to warheads for “Luna,” FKR [cruise missiles] and IL-28 airplanes, so far their withdrawal has not been discussed. They should be left in Cuba under your command.

[1] Trostnik, which means "reed" in Russian, was a code name for Soviet Defense Minister Marshal Rodion Y. Malinovsky.
[2] "Pavlov" was used as a code name for General Issa A. Pliyev, commander of Soviet forces in Cuba.
Malinovsky informs Pliev that withdrawal of Luna missiles, FKR [cruise missiles] and IL-28 airplanes has not been discussed and they will probably be left in Cuba under his command.
