Member of the Bundestag, Dr Hahn, is one of the leading CDU economic experts. Among others, he represents the CDU in the finance and foreign trade commission of the Bundestag; he is an economic expert of the CDU leadership and is a member of the leadership of the CDU Bundestag faction. He is one of the CDU activists interested in trading with the East.

 

On Feb. 2 of this year I invited him to dinner together with comrade Dylewski. During our conversation, he said, among others:

 

a) After the Bundestag debate9[1], the government circles wish that the Poles would not get the impression that their negative stance regarding the Rapacki Plan is connected with their negative attitude to normalization of relations with Poland. He assured us that the government circles are still striving for normalization of relations with Poland, and that there are influential many people in the CDU who think like him, this is who are actively heading in that direction. That is also Adenauer’s desire and remembers not to link his attitude to the Rapacki Plan with relations with Poland.

 

b) He gave to understand that our conversation and future contacts with other CDU activists, which he would like to facilitate (e.g. during my visit to Frankfurt in March), are also a certain modest illustration of their positive attitude to Poland-FRG relations.

 

c) The FRG considers personnel measures in MoFA, as a starting point for a more active eastern policy.

 

d) He believes that those FRG economic activists who are interested in activating trade with us, ought to strive to weaken Polimport, whose monopolistic position as chief importer of Polish coal into Germany does not serve our coal all too well.

9 The Bundestag debate on the FRG government’s foreign policy (including the Rapacki Plan), was held on January 23.

Tykociński relays a conversation with Hahn in which Hahn states that the FRG wants to pursue normalization of relations with Poland despite negative German attitude towards the Rapacki Plan.
