Reply to the Letter concerning How to Handle Benefits for Chinese Citizen Demobilized Former Korean People’s Army Soldiers Holding Valid Korean Demobilization Documents who Came to China by Crossing the International Border Illegally

To the Ministry of Foreign Affairs Consular Affairs Department:
We received your Consular First Department No. 6/21 letter dated March 18, 1960 together with attached report from the Chinese Embassy in Korea (60) Korea Consular No. 002 dated February 12.
With regards to the suggestion from the Korean side on resolving the issue of benefits for Chinese citizens who are demobilized soldiers of the Korean People’s Army holding valid Korean documents who illegally crossed the Chinese border, we agree with the suggestion of the Chinese Embassy in Korea that the issue be resolved in the spirit of Interior Ministry (59) Benefits No. 254 “Reply to the Suggestion of the Korean Side that Veteran’s Benefits be Provided to Chinese Citizen Korean Nationality Soldiers of the Korean People’s Army Returning to China Who Had Been Prisoners of War” .
If your Department approves this response to the Chinese Embassy in Korea and to the concerned Foreign Affairs Offices, please copy the Civil Affairs Offices of Jilin, Liaoning and Heilongjiang Provinces to assist them to use this as a reference in handling this matter.
