Letter, Zhou Enlai to Comrade Molotov

Comrade Molotov:

 

In order to develop the Chinese people's economy in a planned way and rapidly improve China's technological standards, I hope that the Soviet government will continue to provide China with technical materials [jishu ziliao] in the following areas:

 

1. Current product standards in the industrial sector as well as in other sectors of the people’s economy in the Soviet Union, namely national standards, all-Soviet standards, temporary technical standards, and manufacturing specifications for various enterprises;

 

2. Typical designs for the construction of mines, factories, schools, hospitals and other projects;

 

3. Technical operating procedures for various industrial and transportation enterprises;

 

4. Manufacturing blueprints for various kinds of machines and motors;

 

5. Technical and economic standards for equipment utilization and the consumption of raw materials, [other] materials, electricity, and fuel in various industrial sectors and capital construction throughout the Soviet Union and among advanced enterprises.

 

If the Government of the Soviet Union consents to the above requests, we intend to designate the Chinese Commercial Counsellor’s Office in the Soviet Union as the regular organ to carry out this work. The Commercial Counsellor’s Office will follow the instructions of the Chinese government and make requests for the Soviet Government to supply China with technical information.
