Message from the President of the [Democratic People's] Republic of Korea, Kim Il Sung, to the President of the [Socialist Federal] Republic [of Yugoslavia], Josip Broz Tito

A MESSAGE FROM PRESIDENT OF THE DEMOCRATIC REPUBLIC OF KOREA

TO THE PRESIDENT OF THE REPUBLIC

Comrade Tito, allow me to extend my deepest gratitude for your time and hospitality during our reception.

Above all, allow me to convey warm greetings from the general secretariat of our party, chief of the country, Comrade Kim Il Sung to you, president of the League of Communists of Yugoslavia, president of the Socialist Federal Republic of Yugoslavia, Comrade Josip Broz Tito.

The honorable and beloved leader of our peoples, Kim Il Sung, is very satisfied that the relationship of our countries continues to grow each day.

The peoples of our countries have a lot in common in their pasts, and they, as newly born forces, share the aim to build communism and socialism.

President Kim Il Sung sent me to you this time to ask you for the active help of your government in regard to the participation of our country at the conference of Heads of State or Government of the Non-Aligned Countries.

Our dear leader noted, with great pleasure, that you, Comrade President, and your Government, are actively working to have our country participate in the conference of Heads of State or Government.

We believe that this honest help of yours is an expression of your noble comradely feelings that can exist only between the closest brotherly countries.

As you already know, the Government of the Democratic People’s Republic has always closely followed the Non-Aligned Movement.

Our Republic’s Government has always supported and will always support the righteous battle of the people of the Non-Aligned Movement, starting from the day when the working plan of these countries was made at the historic Belgrade summit up until today.

The chief of the Democratic People’s Republic of Korea said:

“The doings of the non-aligned countries have a great influence on the fight against aggression, meddling into interior affairs, enslavement and inequality of any kind, and on the achievement of peace and a just solution for international issues.”

Now, the forces of the non-aligned are getting stronger each day and their role is increasing significantly.

The government of the Democratic People’s Republic of Korea has a great appreciation for the fact that you, Comrade Tito, as one of the initiators of the Non-Aligned Movement, are obviously contributing to strengthening and advancing this movement.

Thanks to the active work of Yugoslavia and other countries at the summits of the non-aligned countries, a lot of attention was given in the past to the battle of the Korean people to have the aggressive military units of American imperialism withdrawn from south Korea, as well as to the battle for the independent unification of the Homeland, and there was a show of support and solidarity with this battle.

At the Fourth Summit of the Non-Aligned Movement Summit held in Algiers, you especially, Comrade Josip Broz Tito, have actively contributed to the adoption of the righteous resolution, that is asking for the meddling of foreign powers in Korean internal matters to stop, for all foreign military forces that occupied south Korea to withdraw, for the UN Commission for the Unification and Rehabilitation of Korea to be disbanded, and to hinder the imperialist conspiracies about fabricating “two Koreas”.

We are very grateful, Comrade Josip Broz Tito, that you are, together with the leaders of the Third World, determined and honest in your support of our great matter - unifying the Homeland.

The support that you, Comrade Josip Broz Tito, and chiefs of many other countries gave us at summits of the Non-Aligned Movement, as well as the adoption of positive measures about Korea at those summits, were a strong encouragement for our people who are fighting for unifying the country, and they dealt a strong blow to the imperialists and their co-conspirators who are trying to perpetuate the division of Korea.

Day by day, the relationships of friendship and collaboration between our country and the member countries of the Non-Aligned Movement are evolving.

During the last year only, our country has renewed diplomatic relations with over 20 non-aligned countries from Asia, Africa and Latin America, and it is constantly developing these friendly relations.

Thanks to the active help of Yugoslavia and other friendly countries, our state delegation has recently participated as an official member in a conference of developing countries about raw materials held in Senegal in accordance with a decision made at the Fourth Summit of the Non-Aligned Movement.

We believe that this is in full accord with the goals and ideals of the Non-Aligned Movement that is fighting against imperialism and colonialism, and for the defence of national independence.

It seems to us that the question of the People’s Democratic Republic of Korea joining the Non-Aligned Movement as an official member has fully matured.

Because of their specific past, when they were subjected to humiliation and oppression, and because of the current fight against imperialism and colonialism and for creating a new life, the people of Korea truly want to move forward and have a permanent spot at the unified front together with peoples of the third world.

Starting with this wish, the government of our Republic has recently sent an official document to the government of the People's Democratic Republic of Algeria in which it requested that our country is admitted to the ranks of the non-aligned countries as an official member and, at the same time, it expressed the wish to participate in the Fifth Summit of the Non-Aligned Movement, especially in the Non-Aligned Foreign Ministers Conference in Peru.

This suggestions of the government of the People’s Democratic Republic will probably be included in the agenda of the Non-Aligned Foreign Ministers Conference of member-states of the Coordinating Committee that will be held in Havana, Cuba on March 3, and it will be considered there.

We express our firm belief that the Government of Yugoslavia, as a member of the Coordinating Committee and as a renowned country among the non-aligned countries, and especially you, Comrade Josip Broz Tito, will actively contribute to making this wish of ours come true, and this is why we want to bring up some questions for which we will need your help.

Firstly, we are asking for your active help so that the question of admitting our country to the ranks of the non-aligned can be resolved at the Non-Aligned Foreign Ministers Conference in Lima, Peru this August.

We believe that the positive decision about our participation in the Non-Aligned Foreign Ministers Conference would open up a decisive phase in forming the balance of powers in regards to considering the Korean question and the General Assembly of the UN, since the Conference in Peru is being held right before the 30th General Assembly of the UN.

Our Republic’s government attributes great significance to the Conference of Ministers for Foreign Affairs of member-states of the Coordination Committee of Non-Aligned Countries that will take place this year in March in Havana.

As the Non-Aligned Foreign Ministers Conference that will be held in Peru can consider the question of our participation based only on a recommendation for approval delivered by the Non-Aligned Foreign Ministers Conference of member-states of the Coordination Committee in Cuba, we are asking that your Government works on that and strongly vouch that the recommendation of approval gets accepted on this Conference.

At the same time, we want to ask you to work on not allowing the south Korean puppets take part at any summits of non-aligned countries at any cost.

At the Coordination Committee summit of non-aligned countries held in December last year in New York City, it has been decided, at the proposal of the president of Yugoslavia, to ban the participation of south Korean, Cambodian and south Vietnamese puppets, as well as Chilean reactions in the activities of any further summits of non-aligned countries.

This is reflecting the wish of the people of the Third World and it clearly points to the fact that the south Korean puppets are completely isolated and ostracized from non-aligned countries.

Nevertheless, the possibility of south Korean puppets trying to oppose our participation in the coming Conference of Ministers of Foreign Affairs in Havana, with the help of western countries, is not to be excluded, in our opinion.

Of course, we are firm in our belief that non-aligned countries wouldn’t want to have anything to do with south Korean puppets because they are loyal lackeys to the imperialists who only want animosity with the Non-Aligned Movement.

Secondly, we are asking you, Comrade Tito, to use your many-sided influence so that non-aligned countries can step out and support our country in joining the ranks of non-aligned countries.

We are asking you to work on influencing member-states of the Coordination Committee such as Sri Lanka, India, and also Kuwait.

In the past, we had good relations with Sri Lanka and we are striving to completely normalize the relations of our two countries now, as the next Conference will be held in Colombo.

Since you have friendly relations with the Prime Minister of Sri Lanka, Ms. Bandaranaike, we are asking you to help have the Government of Sri Lanka improve the relations with our countries in many aspects, and that it supports our participation at the next Foreign Ministers Conference in Havana.

At the same time, we hope that you will put great effort and influence the prime-minister of India, the country that is closely tied with Yugoslavia as one of the countries-initiators of the Non-Aligned Movement, Gandhi, as well as the government of Kuwait, to support our participation.

Lastly, you will allow me to express my belief that you will, dear Comrade Josip Broz Tito, accept our request and that you will actively support and aid the fight of our people for an independent unification of the country in the future as you are now. From the bottom of our hearts, we wish you good health and new successes in Your responsible work.
