We submit for your approval the following draft reply to the note [inserted by hand: about the control mechanism] delivered by Harriman on 30 October:

 

“PROPOSALS OF THE SOVIET GOVERNMENT ABOUT THE CONTROL MECHANISM FOR JAPAN.

 

1. An Allied control body for Japan named the Allied Military Council under the chairmanship of the Supreme Commander of the Allied Powers (or his deputy) will be instituted for the purpose of controlling the implementation of the surrender terms by Japan and to consult and give advice to the Supreme Commander with regard to the fulfillment of the surrender terms and the occupation for Japan, and also with respect to additional directives relating to them.

 

2. [The following] will be members of the Allied Control Council: the Supreme Commander (or his deputy), who will be the chairman and the member from the US; a member from the USSR; a member from China; and a member from the British Commonwealth of Nations.

 

3. The Supreme Commander (or his deputy) will issue all directives relating to the fulfillment of the surrender terms and the occupation of Japan, and also with respect to additional directives relating to them. He will consult and coordinate in advance all orders on questions of principle with the Council members from Great Britain, the USSR, and China before their issuance with the exception of cases requiring taking especially  urgent measures. In all cases the actions will be under the authority and through the Supreme Commander, who is the only executive authority of the Allied Powers in the region of his command”.
