A draft agreement about the guiding principles of a reduction of armed forces and a strengthening of confidence in the military field in the Soviet-Chinese border regions

 

 

 

- a determination of the geographic zones of the reduction

 

 

 

 

 

 

 

 

 

 

 

 

the depth of the zone of the reductions is determined by how much [territory] the main opposing groups cover

 

 

 

 

 

 

 

 

the mutual reductions of the armed forces should be accomplished in a comparatively narrow zone and at an equal distance from each side of the border (within approximately 200 km)

 

 

 

"[in] principle mutual reductions will be accomplished in comparable geographic zones, the parameters of which the Parties will agree in the future. The parties are to pursue an additional agreement on regions where there are specials conditions."

 

The [period] of the reductions of military equipment

 

Include a clause about "withdrawal" in article 3

 

Remove the clause about "withdrawal" from article 3

 

"The reduction of armaments and military equipment is done by the destruction, dismantling, or conversion for civilian use or by other means*. The specific  order and procedures for the reduction of armaments and military equipment is subject to subsequent agreement".

 

* "other means" also means withdrawal measures.

 

[military] facilities

military facilities are not to be included in the list of components subject to reduction.

include military facilities in the list of components subject to reduction.

 

"The military facilities of formations being reduced are brought into a condition unsuitable for a designated purpose, or converted for civilian needs at set dates by mutual agreement of the Parties".

 

 

 

 

 

This chart graphically compares the PRC's and Soviet positions on the reduction of armed forces through the determination of specific geographical zones, as well as the reduction of the amount of military equipment and facilities in the border regions.
