Sending in the clear No 19 a fragment of foreign minister Zorlu’s exposé [delivered] during the parliamentary debate on the MoFA budget regarding the Rapacki Plan. I point out that this is the first public and official Turkey’s statement on this subject. So far, I have managed, only in a few etc. private conversations, to extract some opinions about the Rapacki Plan and about the idea of disengagement as such from political activists, journalists, etc. – mostly negative, anyway. The western diplomats often expresses surprise that the Turkish government does not show any interest in the Rapacki Plan. They tried to put it down to the lack of any interest in broader political issues that is so characteristic of the Turkish government, I am aware that some diplomats even asked the Turks about it.
