1011. You may speak as one of the co-authors of the USA’s draft resolution.
Propose to the American side:
1. To formulate the first point of the preamble of the resolution thus: “A) noting that the Treaty on Non-Proliferation of Nuclear Weapons envisions that the potential benefits from the use of any peaceful use of nuclear explosions will be accessible under corresponding international observation and by means of corresponding international procedures, and, also that such benefits may be obtained through a corresponding international organ in which states not possessing nuclear weapons will be represented in a proper way, and in accordance with bilateral agreements.”
2. Set forth the first point of the operative portion of the resolution thus: “1. Direct the General Director to embark on a study of those procedures which the Agency should apply in fulfilling its role in accordance with the provisions of the Treaty on Non-Proliferation of Nuclear Weapons.”
If the USA does not agree with such changes, then as a last resort you may concur with them on the draft of the resolution, making a declaration during the course of the General Conference to the effect that nuclear explosions for peaceful purposes can be done through either an international organ or on the basis of bilateral agreements among nuclear weapons states and non-nuclear states, and also that the General Director must be governed in his work by the Treaty on Non-Proliferation of Nuclear Weapons, and no other documents.
