Dear Comrade Minister,
The Minister of Foreign Affairs of the German Democratic Republic, comrade Oskar Fischer, commissioned me to send you the following invitation:

Dear comrade Andrei,
At the session, held in Prague, of the Committee of the Ministers of Foreign Affairs of the states participating in the Warsaw Pact, it was agreed that, in June this year, to hold, in Berlin, deliberations of the Vice-ministers of foreign affairs concerning problems related to the continuation of our common initiative for the conclusion between the Warsaw Pact and NATO countries of a treaty to renounce [the use of] armed force. Consequently, the Minister of Foreign Affairs of the German Democratic Republic, after consulting all the participating states, established the period June 20-21, 1983, for holding this deliberation.
Please allow me to hereby send you the invitation for your Vice-minister to participate in the aforementioned deliberations. The head of the delegation shall be accompanied by one or two experts. The delegation of the German Democratic Republic shall be led by the State Secretary and the first deputy of the minister, comrade Herbert Krolikowski.
We kindly recommend to you that the delegation arrive in Berlin on June 19, and plan to return to your country on June 21. I am sending you attached the program for the deliberations. I would be grateful if you could inform us concerning the composition of your delegation as well as the date of their arrival in Berlin.
