Notes from the meeting of the Chinese ambassador Luo Shigao with comrade Ramiz Alia on 20 July 1963
At this meeting, comrade Luo Shigao communicated the following:
1. The Central Committee of the Chinese Communist Party agrees in principle with the Central Committee of the Party of Labor of Albania regarding the assistance that should be provided to communists and revolutionaries of the socialist countries of Eastern Europe and the capitalist countries by means of advice, propaganda materials, and material assistance, in their struggle against revisionism.
2. Like your party, our party has also established contacts with leftists in some of these countries and has respectively fulfilled some of their requests.
3. The Central Committee of the Chinese Communist Party thinks that in view of the complicated circumstances of the struggle against revisionism at present, along with the complicated situation in which revolutionary communists of different countries find themselves, the advice and assistance to be provided to the struggle of communist revolutionaries of different countries, for e.g. the Polish comrades, must be analyzed in comprehensive manner: keeping in mind perspective developments, maintain a cautious position on the steps that we will take in order for these to be in the interest of the gathering of the revolutionary forces.
4. For these reasons, the Central Committee of the Chinese Communist Party needs some time to consider these issues, and then it will be able to inform the Central Committee of the Party of Labor of Albania in detail about its views, in order to discuss them in consultation with the Central Committee of the Party of Labor of Albania.
Comrade R Alia said to comrade Luo Shigao:
1. The question of assistance to communists and revolutionaries is of great importance and is becoming ever more urgent. Bearing in mind the open letter of the Central Committee of the Communist Party of the Soviet Union to all party organizations, to all the communists of the Soviet Union, from 14 July 1963, the revisionists have now launched direct attacks against them.
2. The Central Committee of our Party, as comrade Kapo emphasized to you, has always acted cautiously in its work with the communists and the revolutionaries, and will continue to do so in the future.
3. When the Central Committee of the Chinese Communist Party has concluded its assessment of this problem, we will without a doubt exchange opinions again.

A brief summary of a meeting between Luo Shigao and Ramiz Alia. Luo voices China's support for the Albanian proposal to assist socialists and other revolutionaries in Eastern Europe and in capitalist countries, but says the CCP requires more time before to determine the best path forward.
