Agreement on Cooperation between the Ministry of Internal Affairs of the People's Republic of Poland and the Ministry of State Security of the Democratic People's Republic of Korea

AGREEMENT

on cooperation between the Ministry of Internal Affairs of the People's Republic of Poland and the Ministry of State Security of the Democratic People's Republic of Korea.

The Ministry of Internal Affairs of the People's Republic of Poland and the Ministry of State Security of Korea, declare that under the direction of the Central Committee of the Polish United Workers' Party and the Central Committee of the Korean Workers’ Party, cooperation relations between the two ministries have developed successfully in recent years and have been an important factor in protecting the socialist homeland, and the socialist achievements against intelligence and sabotage and diversionary intrigues of imperialism and its security services.

The Ministry of Internal Affairs of the Polish People's Republic and the Ministry of State Security of the Democratic People's Republic of Korea, hereinafter referred to as “Parties”,  guided by the desire to develop and further deepen close Cooperation, mutual assistance and support in search for and fight against intelligence-subversive and diversionary operations of the opponent, have decided to sign this Agreement.

Article 1

The Parties undertake to exchange the following materials and experiences on:

1. the political, military, economic and scientific technical information on the opponent, operational materials and data concerning the structure and composition of its intelligence and counter-intelligence services, hostile organizations, forms and methods of their activity, and their intended and executed hostile operations against the People’s Republic of Poland (PRL) and the DPRK.

2. information on international terrorist and extremist organizations, their structure, methods and means used.

3. information on experiences in the fight against enemy activity, as well as identified enemy agents and other elements involved in activities against the PRL and the DPRK.

4. signals and information about hostile operations against the citizens and institutions of the PRL or the DPRK, information concerning nationals of one of the Party states, temporarily or permanently staying on the territory of the other Party, which may interest both ministries as well as other operationally relevant signals and information.

Article 2

The Parties will cooperate in the following areas:

1. In the fight against the hostile activities of intelligence services, subversive and diversionary organizations of the capitalist states, targeted against the PRL or the DPRK.

2. In the protection of secret information regarding the political, military, economic and scientific and technical cooperation between the PRL and the DPRK.

3. To conduct, as required by both Parties, counter-intelligence operations with respect to citizens of the Party requesting it who reside on the territory of the other Party.

4. In the disclosure, prevention and fight against terrorist acts and other hostile action against the official agencies and institutions of the PRL or the DPRK, their employees and their family members.

5. In the disclosure and fight against terrorist acts and other forms of hostile action by the security services and subversive organizations against PRL or DPRK representatives and citizens.

6. In the field of operational security of PRL and DPRK representatives and citizens taking part in international events taking place in the PRL or the DPRK.

Article 3

The Parties will exchange experiences and information on the forms, methods and techniques of their activities in the field of public order and security, as well as on the use of scientific and technological achievements in the work of security agencies of interest to the other Party.

Article 4

The Parties will cooperate in the field of operational technology in the following fields:

1. Providing special technical equipment for the purposes of both ministries;

2. Providing assistance and cooperation in the purchase of necessary technical equipment through the competent foreign trade agencies of both countries;

3. Providing or facilitating the training of specialists for the operation of the technical equipment provided.

Article 5

Information, materials and operational equipment may not be made available to a third Party without the consent of the providing Party.

Article 6

In order to fulfill the tasks set out in this Agreement, the Parties shall, if necessary, hold working discussions between the delegations or employees of both Parties at the appropriate levels.

The Parties may, as the respective areas of cooperation referred to in this Agreement develop, sign additional protocols specifying the details of the respective aspects.

These protocols shall require approval by the ministers or by persons authorized by them.

Delegation or staff of the posting Party may depart with the consent of the receiving Party.

The expenses related to the visit of the staff delegation shall be borne by the receiving Party and the transport costs shall be borne by the sending Party.

Article 7

Co-ordination of the co-operation and the maintenance of communications between the Parties shall be carried out through the official cells of both Parties responsible for international relations.

In order to ensure confidentiality, correspondence shall be transmitted in sealed envelopes through representatives of either side in Moscow or through representations in the capitals of either country.

Article 8

New important problems arising in the implementation of the commitments provided for in this Agreement shall be solved by arrangements between the Parties.

Article 9

This Agreement shall enter into force on the date of signature by the Ministers of both Parties and shall apply without time limit.

It shall expire 6 months after the date of written notice of denunciation by one of the Parties.
