TO THE CHIEF OF THE MAIN STAFF OF THE NAVY

The voyage of the submarines, surface ships, and auxiliary ships of the Northern, Baltic, and Black Sea Fleets selected by USSR Minister of Defense directive Nº 79604 of 13 June 1962, a decision of the Defense Council, was cancelled, which the Main Staff of the Navy knows (on document Nº 604, approved by Comrade N. S. Khrushchev on 25 September 1962 [handwritten above: and by Defense Council decree N 29], has the signature of Admiral V. A. Fokin and the attestation of Rear Admiral Yu. P. Kovel’).
The increased combat readiness of the fleets introduced on 23 October of this year (cipher telegram Nº 76617) on the basis of the decision of the Defense Council was withdrawn at 0000 21 November 1962 and the fleets were shifted to normal activity (cipher telegram Nº 76701).
You need to be guided by this when shifting to the normal activity of the ships assigned to the voyage according to Ministry of Defense directive Nº 79604 and the discharge of the personnel of these ships who have served out the established period of service.

This memo explains that the combat readiness of ships in the Northern, Baltic, and Black Seas is to be withdrawn and previously planned voyages are to be cancelled. The memo was sent in December 1962, after the Cuban Missile Crisis had ended.
