I received your telegram to PENG DEHUAI of 28 January. I agree with you.From the international point of view it is undoubtedly advisable that JEMULPO [INCHEON] and SEOUL not be seized by the enemy, so that the Chinese-Korean troops can make a serious rebuff to attacking enemy troops.
