On November 20-29, an inter-departmental study group of the CC PUWP was in China [Beijing]. The group consisted of the following members: Stefan Opara – deputy director of Department for Ideology and Education (the head of delegation), Sylwester Szafarz – director of a section in International Department, and Tadeusz Zareba – international section director of the Press, Radio and TV Department. The visit conducted within the analytical and programming framework of the permanent Working Group on China matters [that had been] functioning inthe CC PUWP for several years.

Conclusions:

1. In general, our fundamental assessment and opinions of the situation in China and the Chinese leadership have been confirmed.


2. The hitherto principles of propaganda activities and the media are enforced. The main task is to unmask Beijing's anti-peace, anti-Soviet, and anti-socialist commonwealth policies that are based on great-power chauvinism and hegemonism.

5. We need to be more active in increasing the possibility of trade (including the needs of the Polish market)

6. We need to consider publishing materials which show some positive aspects of China (i.e. in the area of culture, science, or sports)…

7. We need to better follow the Chinese realities, including the processes and phenomena taking place in contemporary China, through conducting studies by also Polish academic and research institutions.

8. We need to increase study groups to China conducted by scientists, practitioners, and journalists (while taking advantage of our diplomatic posts in Beijing, Shanghai, and Canton).

9. We should also consider (based on a trial period) a careful exchange of experts between the academies of sciences or academic departments, or student language exchanges.

10. The assessments on the situation in China and the PRC's policy should widely reach party members through lectures and internal party materials.

Discusses a recent visit in China by the CC PUWP noting that their ”fundamental opinions” about China were correct, and that there needs to be more active propaganda and further studies in China, such as those undertaken by Poland.
