Informational Note from the official visit in Poland of the PRC Foreign Minister, Comrade Wu Xueqian (March 10-13, 1987)

This was, in fact, the first visit of a PRC foreign minister in Poland. Premier Zhou Enlai, who simultaneously held the position of foreign minister, visited Poland in 1954 and 1957. He paid this visit, however, as the head of state. The visit of Wu Xueqian was an important event for developing our political dialogue, which constitutes an important component in Sino-Polish relations.

I. The meeting with the I Secretary of the CC PUWP, the Chairman of the State Council W. Jaruzelski

…Wu Xueqian referred to his conversation with Premier Zhao Zhiyang, which he conducted prior to his visit to Poland. Zhao asked him to relay that he looked forward to his visit to Poland, which would serve as a continuation of a dialogue which was begun in September 1986. Comrade Jaruzelski said that the talks he conducted during this time with the Chinese leaders were vital and constructive. They confirmed the willingness of both sides to strengthen friendship and cooperation between two nations and people. Comrade Jaruzelski expressed his satisfaction that [Zhao's visit in Poland] would be a state-party visit and that it should open a new stage in relations between our parties and nations.

While expressing his satisfaction with the development of relations between parties and nations, [Jaruzelski] stressed that one fundamental element which binds our countries is their political system and the common enemy…

Minister Wu Xueqian relayed the CC CCP's high assessment for the PUWP's steps taken in the area of keeping the society close to the party and isolating a small group of political opponents. He expressed his understanding regarding Poland's economic policy whose goal was to overcome problems which took place in recent years.

Assessment and Conclusions:

- …China's closer contact with European socialist countries, including the USSR, is noticeable;

- The Chinese leadership clearly and unequivocally expresses its support for M. Gorbachev's policies regarding deep changes and reform, as well as the strategy of accelerated development of the USSR…

- We need to intensify the dialogue with the PRC…
