I am reporting the following information.

 

According to data received from [30 chars. blacked out], the United States is planning to provoke the Cuban government into such actions that would allow the Americans to carry out a military operation against the Cuban Republic and quickly, in no more than 24 hours, put an end to the F. CASTRO government. To this end the USA intends to increase significantly anti-Cuban propaganda which would be directed first of all against the leaders of the government of the Cuban Republic--Fidel CASTRO, Raoul CASTRO, Che GUEVARA and Bias ROCA.

 

The US military specialists worked out a plan of operations against Cuba which, by the same accounts, is supported by President KENNEDY. According to this plan, the main strike on Cuba is planned to be delivered [two lines blacked out.] The actions of the ground forces will be supported by the Air Force [aircraft] based in Florida and Texas.

 

In charge of implementation of this plan is the war minister [sic] MCNAMARA. An exact date for the start of the operation has not yet been determined, though it should take place in the next few months.

 

On KENNEDY's instruction, MCNAMARA is consulting with the Secretary of State RUSK.

 

The USA bears across-the-board pressure on a number of Latin American countries, in order to make them break diplomatic relations with Cuba.
