Ambassador Yuan [Zhongxin]: (Secret)
After the incident where we lost our Indonesia bound aircraft, we have a shortage of journalists to report on the Afro-Asian Conference. The opinion of the [Foreign] Ministry is to prepare to send Kang Maozhao as additional personnel and Zhang Weileng (with the identity of a journalist) to participate in journalistic work in Indonesia. Please make preparations and arrangements for their trip to Indonesia.
