According to the Pakistani ambassador, Ali Bhutto, due to his numerous engagements, was unable to fulfill his invitation to the DPRK after the visit he had paid to China. The visit will be accomplished at an appropriate time. In the opinion of the ambassador, the Pakistanis are greatly satisfied by the recent visit of DPRK Vice-President Kang Ryang-uk. They conducted negotiations about how to make the relations between the two countries more active. The DPRK is going to increase its exports of machine tools and chemicals to Pakistan in exchange of cotton and leather. The DPRK did not reject the idea of supplying certain kinds of arms to Pakistan. Pakistan promised to provide active support to the foreign policy of the DPRK.

The telegram concerns the establishment of relations between North Korea and Pakistan. The beginning of trade is discussed, with North Korea shipping chemicals and machinery in exchange for Pakistani raw materials such as cotton. The possibility of arms trade is also discussed.
