12 October 1957

I held an reception on the occasion of the visit of the Soviet government delegation to conclude a Convention on Border Issues.

Present at the reception were: members of the Soviet and Korean delegations, Nam Il and his deputies; Minister of Internal Affairs Pang Hak-se with his deputies and department chiefs, and also other comrades, 42 in all.

The film "Chelovek Rodilsya [A Person Was Born]" was shown after the reception.

I had a conversation with Nam Il during the reception. I informed him that there will be two or three active participants of the October Revolution and Civil War in the USSR in addition to the composition of the joint delegation of workers previously invited to Moscow by Soviet public organizations to take part in the celebration of the 40th anniversary of Great October.

In connection with Nam Il's request expressed in a 2 October conversation to report the USSR MFA's opinion about the advisability of sending a letter at this moment to the UN Secretary General about the murders of South Korean citizens by American troops, I said that no comments ensued from the MFA and our comrades said, let the Korean friends do what they consider advisable.

Puzanov reports on Nam Il's interest in reporting the murder of South Korean citizens by American soldiers to the United Nations.
