Chinese Ambassador Qiao Xiaoguang held a reception in connection with the 10th anniversary of the signing of the treaty of friendship, alliance, and mutual aid between the USSR and PRC. Ambassadors of the socialist countries were present at the reception and from the [North Korean] leadership Kim Il, Kim Chang-man, Nam Il, Ri Hyo-sun, Jeong Il-yong, Jeong Jun-taek, and Ha Ang-cheon [sic], a total of up to 160-180 people.
Ambassador Qiao Xiaoguang gave a speech in which he warmly spoke of the aid of the Soviet Union in the construction of the new China, the outstanding role of Cde. N. S. Khrushchev in reducing international tension in the struggle for peace in the entire world. Very many spoke of the intrigues of the Americans who, shielding themselves with agreement to talks and a peaceful solution of contentious international issues, continue the arms race and the formation of all sorts of military blocs. Kim Il gave a brief speech which congratulated the Chinese and Soviet peoples on the 10th anniversary of the Soviet-Chinese treaty on behalf of the Party, the government, and the entire Korean people. I also gave a short speech.
Ri Hyo-sun, Chairman of the Pyongyang City KWP CC Committee, thanked me for the report given at the City Committee about the decisions of the fourth USSR Supreme Soviet session and said that the entire audience remained very satisfied with the content of the report. He invited me to give reports at the City Committee in the future. I thanked Ri Hyo-sun for the opportunity offered to give a report to the city Party activists and said that I will try to take advantage of this invitation.
I arranged with Kim Chang-man and Ri Hyo-sun for Embassy officials to talk at workers' meetings about the life and work of V. I. Lenin in connection with the 90th anniversary of his birth.
