From a conversation with Franz Everhart, the GDR Ambassador to Pyongyang, [the East German] diplomat said the following:
With a view to implementing the understanding reached on the occasion of the recent visit to the DPRK of Erich Honecker, the President of the GDR State Council, Secretary General of the Central Committee of the Socialist Unity Party of Germany, a GDR state delegation led by Mining and Electricity Minister, will arrive in Pyongyang.
On this occasion, [the Democratic People’s Republic of Korea and GDR] will examine the possibilities and concrete methods for expanding the technical-scientific cooperation agreement and for preparing the long-term agreement (1978-1984).
The East Germans are interested in meeting the requests of the DPRK to expand technical-scientific cooperation in the field of mining. The GDR is ready to provide the DPRK with equipment and machinery needed for the exploration and exploitation of ores, especially non-ferrous metals. [This equipment] would be paid for with loans, also provided by the GDR; these loans will be repaid in certain deliveries of extracted ore.
