Paris, February 7, 1969

The government of the People's Republic of China welcomes the intention of the Italian government to pass from commercial to diplomatic relations.

To establish diplomatic relations, the following principles must be accepted:

1) Recognize that the government of the People's Republic of China is the only legitimate government representing the Chinese people.

2) Recognize that the province of Taiwan is an integral part of Chinese territory and break all ties with Jiang Jieshi's "clique".

3) Support the People's Republic of China in its legitimate rights and help it obtain its legitimate seat at the UN and no longer support the so-called representatives of Jiang Jieshi's "clique" in the world organization.
