We categorically confirm that you are prohibited from using nuclear weapons from missiles, FKR [cruise missiles], “Luna” and aircraft without orders from Moscow.

[1] Trostnik, which means "reed" in Russian, was a code name for Soviet Defense Minister Marshal Rodion Y. Malinovsky.

[2] "Pavlov" was used as a code name for General Issa A. Pliyev, commander of Soviet forces in Cuba.

 

Malinovsky prohibits the use of nuclear weapons without instructions from Moscow.
