TOP SECRET
TROSTNIK[1] to Comrade PAVLOV[2]
We believe that you were too hasty in shooting down the US U-2 reconnaissance plane; at the time an agreement was emerging to avert, by peaceful means, an attack on Cuba.
We have made the decision to dismantle the R-12s and remove them. Begin to implement this measure.
Confirm receipt.

[1] Trostnik, which means "reed" in Russian, was a code name for Soviet Defense Minister Marshal Rodion Y. Malinovsky.
[2] "Pavlov" was used as a code name for General Issa A. Pliyev, commander of Soviet forces in Cuba.
Malinovsky tells Pliev he was "too hasty" for shooting down a US U-2 spy plane and instructs him to dismantle and remove R-12s missiles.
